That's … unusual. As always, you're the one with the facility for noticing such things and sharing them.
It does seem to be a bit of overkill.
Is it on the ground (as it appears at first glance) or on the side of a building?

Yes, this was lying on the ground right by the curb.
It just seemed so out of place there that I had to take a pic.
I believe the city was replacing the old 'stop' lights near the bridge and the one I saw was a new one.
