Amazing! What can the wearers have done or had done to them? Or were the items being carried and dropped?
Did someone come all the way from Hollister, CA, to undress on the bridge?

The clothes appeared new and clean, and "placed" rather than dropped. Was the person coming back for them at a later time? Maybe they needed a quick getaway after a robbery and had to change outfits?
Anybody's guess is as good as mine!
